This is achieved through crisis intervention, counseling, advocacy, criminal justice support, assistance with Crime Victims' Compensation, education, information and referrals for victims of crime and trauma, individuals with mental illness, and witnesses. Victims of violent crimes may receive reimbursement for eligible losses from the Victim Compensation Board. This work is crucial to prosecuting a case and ultimately seeking justice for victims. The Child Pornography Victim Assistance program coordinates assistance and notification services for child victims of pornography and their guardians.

In 1988, the Office for Victims of Crime (OVC) was formally established within the Department of Justice (DOJ) to administer the CVF. In the 114th Congress, the Bipartisan Budget Act of 2015 (P.L. 114-74) included a provision (§702) that required the rescission and permanent cancellation of $1.5 billion from the balance of the Crime Victims Fund.
WOMAN: The Office for Victims of Crime is a federal agency created by Congress that is a part of the Department of Justice. The OVC also distributes CVF money to specially designated programs, such as the Children's Justice Act Program and the Federal Victim Notification System.
Millions of dollars are invested annually in victim compensation and assistance in every U.S. state and territory, as well as for training, technical assistance, and other capacity-building programs designed to enhance service providers' ability to support victims of crime in communities across the Nation.

It helps the Board appreciate and understand the effects of the crime on victims. The Domestic Violence Fund provides funding for legal advocacy, legal assistance, and legal services to victims of domestic violence who are or have been married or in a civil union.
Support under the Emergency Fund is provided via an interagency agreement with the FBI. MAN: Not only did it establish a statutory basis for victim rights but it provided funding for services. Advancement in improving the treatment of crime victims is due largely to the efforts of individuals who have turned their victimization into strength for positive change.
The Los Angeles County District Attorney's Office is committed to helping victims of crime and protecting their rights. The children Rhode Island Courts, not the Office of Attorney General, have the authority to order convicted offenders to pay restitution to victims as part of their sentences.
The Office of Justice Programs (OJP) assessed management and administrative (M&A) costs for some programs funded by the CVF, but these amounts are not reflected here. Staff provide referrals to community and social services agencies who can provide counseling, crisis management support, help with safe housing and other assistance to crime victims and their families.
As shown in Figure 1 , while both compensation and assistance grants are allotted the same percentage of the remaining balance, the state victim assistance grant program receives 47.5% of the remaining balance plus any funds not needed to reimburse victim compensation programs at the statutorily established rate.
